Lahore’s Basant celebrations will take place this year, but with firm restrictions in place. The Parks and Horticulture Authority (PHA) has banned kite flying in all city parks and green spaces, warning of strict action over violations.
The authority has imposed a complete ban on kite flying in all parks across Lahore during Basant. The restriction also applies to green belts, green areas, and landscaped public spaces throughout the city.
While Basant as a cultural event is permitted, kite flying will not be allowed in any area under PHA management.
PHA has formally issued a letter to directors of all zones, instructing them to strictly enforce the ban. Directors have been told to ensure that no violations occur in the parks and areas under their supervision.
The correspondence clearly states that kite flying should not be allowed “at all” in any PHA-controlled space.
Accountability and strict action
According to the letter, any violation of the orders will place direct responsibility on the concerned zone director. PHA has warned that failure to implement the ban will result in disciplinary and judicial action.
Officials emphasized that non-compliance will not be tolerated under any circumstances.
Safety concerns
Authorities have repeatedly cited public safety risks, damage to green infrastructure, and past incidents as reasons for maintaining restrictions on kite flying in public spaces. The latest directive aims to ensure a controlled and safe environment during Basant festivities.
