The Islamabad High Court (IHC) has barred the allocation of final Hajj quotas to new Hajj operators until the next hearing, while allowing preparations under the four-year Hajj policy and private Hajj scheme to continue.
Justice Khadim Soomro issued the order on a petition filed by private Hajj operators against pre-registration for the four-year Hajj policy and private Hajj scheme. The court rejected a request to immediately suspend proceedings under the notification issued on July 21.
The court said that, given the Hajj arrangements and the sensitivity of time, suspending the process was not appropriate. However, it ordered that no final Hajj quota be allotted to new operators until the next hearing.
The court issued notices to the federal government, the Ministry of Religious Affairs and other parties, seeking their replies by August 26.
It also sought details of the procedure for third-party scrutiny of new Hajj operators, along with the minutes of the preparation and approval of the Hajj Policy 2027–2030.
