Positivity rate means a better yeild of test results or meaning that doctors are suspecting patients correctly and doing tests appropriately. It does not necessarily mean that there are too many people infected.
Some countries do too many tests in patients for screening reasons and their positivity rate will obviously be lower and that does not mean that they have less infected patients. If you can understand what it means.
