The people of Thar will get free electricity as “their coal” is being used, declared Bilawal Bhutto Zardari on Wednesday while inaugurating the first coal power generation plant.

“The electricity bills of the people living in Islamkot will be payed by the Sindh government,” he said. The inauguration ceremony was performed in Islamkot where the coal mine of Thar block-II and the first power plant is located.

This would address their sense of disenfranchisement, he said. The PPP chairman also announced that they would explore NED university of engineering opening a campus in Thar, from where a social media movement had emerged to demand higher education.

The PPP chairperson was accompanied by Sindh Chief Minister Murad Ali Shah, his cabinet colleagues, senior government officials and diplomats of various countries, including China.

The federal government was represented by Federal Power Minister Umer Ayub Khan.

The power plant is of 660 megawatts consisting of two power generation units of 330 MWs each. It is part of the China-Pakistan Economic Corridor.

The project manager, Faisal Shafiq, said that one of the power generation units had already been synchronised with the national grid while the synchronisation of the second unit will start from today.

He said commercial operation of the power plant would start by June this year. Shafiq said Shafiq said the project took 10 years to complete – since the time the Thar coal project was conceived after the Sindh government entered into a partnership with Engro under the public-private partnership regime.

It was an arduous and nerve-testing job for all the stakeholders of the project, he said, adding that all environmental concerns regarding the first major coal-based power project of the country had been well allayed as the energy project had been built in accordance with the standards set by the World Bank and International Finance Corporation.

According to a report by Bloomberg, the region can produce enough coal to generate 15 GW in 10 years. This cheap alternate to imported fuel can help the country overcome a chronic energy shortage that has been wiping off 2 percentage points from economic growth every year.

The successful commencement of this power plant will pave the way for more power plants in the Thar coal region. Engro has already started digging a second pit in the region while some Chinese companies have also planned similar projects nearby.
