Is the e-challan system in Lahore effective?

People in Lahore question the digital system’s efficiency and legality

The e-challan facility was launched in Lahore by the Punjab Safe Cities Authority (PSCA) in September 2018 but people have found flaws in the system.

Cameras have been installed which capture the license plate of the traffic violator’s car, and send the challan to the car owner’s home. If you break traffic signal rules, change your lane, over-speed or break the one-way traffic rule, you will be penalised.

People are arguing that the challan is being sent to the previous owner of the vehicle, and is not effective in penalising the driver.

An advocate, Hamza Humayun Butt, has challenged the law by claiming that the Motor Vehicle Ordinance 1965 shows no amendment of the digital challan system. “The law mentions that only the driver should be penalised,” he told SAMAA. A case has also been raised in the high court regarding its legality.

PSCA Project Director Akbar Nasir Khan said that the amendment has not yet been approved in the Punjab Assembly.

Over 900,000 e-challans have been issued in the past seven months.

    This is common observation in our society that cars ars often used by other than owners. So when you are handing overs keys to some one be careful ???

    The owner must pay the money. Only then they will be careful next time. More over it is mandatory in countries who use this system is that it is required by law to inform the registration authorities when changing owners or changing address. This system might fail miserably due to not having proper support behind it. I think it was hastily installed and not thought of in depth.

    At times the ticket are thrown on the driveway and thus not received, eventually marked as non paid. The delivery boy must take the name and signature of the receiipent

    Very good effort. Must not be changed. Theses kind of people can be handled through e challan only. Because the people try to influence the human officials while caught at road.

    Good effort, but normally e-challans been delivered after its due date to receive its late fee as well.

    Address the legal point but don’t become hostage or be black mailed. Implement forcefully. Their is improvement on road.

    If the car is on previous owner’s name than its the present owner’s duty to get the vehicle transferred on his name. This is indeed a great step towards improvement. 900,000 challans should also be recovered and In case of non payment of the penalty, the person when ever tries to leave the country, transferring of vehicle, nadra card renewal, drivers license renewal or whatever he do must have to clear all the fines on his name.

    Some time you are with some one about whom you can not tell at your home and when e challan capture your car’s pic from front side and send that to your home it could create many problems at people home. what to do in that case??
