طالبان اور امریکا کے مابین غیر ملکی افواج کے انخلا پر اتفاق ہوگیا

افغان طالبان اور امریکا کے درمیان مذاکرات کا پانچواں دور ختم ہوگيا۔ امريکي نمائندہ خصوصي زلمے خليل زاد کا کہنا ہے کہ فریقین جنگ کے خاتمے کے خواہشمند ہيں جبکہ غیر ملکی افواج کے انخلا پر اتفاق ہوا ہے۔ طالبان اور امریکا مذاکرات جاری رکھنے پر متفق ہيں۔

امريکا طالبان کے درمیان مذاکرات کا پانچواں دور دوحا ميں ہوا۔ زلمے خلیل زاد کا کہنا ہے کہ فريقين جنگ کا خاتمہ چاہتے ہيں، مذاکرات کا اگلا دور واشنگٹن میں ہوگا جس ميں شراکت داروں سے مشاورت ہوگي، تاہم تمام فريقين کے متفق ہونے تک کوئی حتمی معاہدہ نہیں ہوگا۔

(2/4) Peace requires agreement on four issues: counter-terrorism assurances, troop withdrawal, intra-Afghan dialogue, and a comprehensive ceasefire. In January talks, we "agreed in principle" on these four elements. We're now "agreed in draft" on the first two.

(3/4) When the agreement in draft about a withdrawal timeline and effective counterterrorism measures is finalized, the Taliban and other #Afghans, including the government, will begin intra-Afghan negotiations on a political settlement and comprehensive ceasefire.

(4/4) My next step is discussions in Washington and consultations with other partners. We will meet again soon, and there is no final agreement until everything is agreed.

افغان مفاہمتی عمل کے امریکی نمائندہ خصوصی زلمے خلیل زاد نے ٹويٹ ميں یہ بھی کہا ہے کہ مذاکرات کے پانچویں دور میں افغان ڈائیلاگ اور انسداد دہشت گردی پر بھی بات ہوئی۔

اے پي کے مطابق طالبان کو افغانستان سے غير ملکي افواج کے انخلا کي مدت پر اعتراض ہے۔ طالبان فوج کا انخلا تين سے آٹھ ماہ ميں، جب کہ امريکا اٹھارہ ماہ سے دو سال ميں چاہتا ہے، تاہم افغان طالبان کی جانب سے انخلا سے متعلق باقاعدہ کوئی بیان سامنے نہیں آیا ہے۔
