Ofcourse FBR will not pay for this lottery. The registered shopping centres would have gathered money and decided to get this leverage from FBR, since they are all tax payers, they want their own business to flourish. I dont see anything wrong with this action however this does not bring about any positive change in system. The system should target non registered business owners, should actually put up a lottery for people showing their receipts from non registered stores! Get those stores and bring them under the tax net.

FBR is a white elephant that tease tax payers. It will send you notices and ask to produce “books” of bank account. Once you show them bank statement, the officer of FBR will refuse to accept bank statement and ask for PRC (Proceed Realization Certificate) from bank. So now you will pay money to bank to get PRC for each transaction. By this way honest tax payers are squeezed by corrupt FBR officers. Many overseas Pakistanis stopped sending money because of this headache and many purchased property in UAE and Turkey to avoid FBR
